Algiers Development District
Board of Commissioners Meeting
Monday, June 16, 2008 - 1:00 pm
Louisiana State Capitol - Wimberley Room - Baton Rouge, LA


The meeting of the Board of Commissioners for the ADD was called to order by Chairman Arnold at 1:20 p.m. Roll call was taken by name by Ms. Duplessis. Mr. Arnold referred the commissioners to the Rules of Order in the packet.

Members Present:
Board members present were Rep. Jeff Arnold, Val Exnicios, Senator Derrick Shepherd and Assessor Tom Arnold.

Others Present:
Attorney Charles Rice, Executive Director Kathy Lynn Honaker, Office Administrator Vanessa Duplessis and a couple of members from various other organizations who signed in.

Minutes
The minutes from May were presented for approval. Assessor Arnold made the motion to approve which was seconded by Senator Derrick Shepherd and all approved.

Treasurer’s Report
Ms. Honaker gave the Treasurer’s Report on behalf of Speaker Tucker. She covered the Balance Sheet and Profit and Loss Statement stating that there had really been no change except the paying of a couple of bills since the last meeting in May. Senator Shepherd moved to accept the minutes which was seconded by Assessor Arnold and all approved.

Old Business

Update on Assessment To Dos
Mr. Rice explained that Chairman Arnold had asked him to look into the recommendations from the state about Ms. Honaker’s pay and Ms. Duplessiss' status as a 1099 contract with ADD. He explained that the state under Chairman Heitmeier had done a study on Ms. Honaker’s position and recommended a range for the contract of $75,000.00 to $120,000.00 based on experience level of the individual. Ms. Honaker’s contract was renewed last year before this information was received and needs to be updated and amended. Ms. Honaker is a 1099 contract person with ADD.

Also Ms. Duplessis' contract is over in June and needs to be renewed at a different amount due to her status as a 1099 contract employee with no taxes or benefit amounts being paid by ADD.

Senator Shepherd made a motion to form a committee of the four commissioners present to review the recommendations of Mr. Rice on staff pay and contracts and to make a decision by the end of August. The motion was seconded by Assessor Arnold and approved by all. Mr. Rice will prepare recommended contract amounts for the committee.

Kabel Drive
Ms. Honaker gave an update and reminded the commissioners they had requested she contact Parks and Parkways at the last board meeting about the landscaping of Kabel Drive. She received and sent to the commissioner a copy of the email from Keith Bleichner of Parks and Parkways saying the landscape plan will be done by them at no cost and the landscaping and trees could be completed for $15,000.00. Assessor Arnold made a motion to approve the $15,000.00 to complete Kabel Drive and it was seconded by Senator Shepherd. All voted to approve the $15,000.00 and for Ms. Honaker to proceed with the work.

Federal City Update
Ms. Honaker stated she met with General Mize and that he anticipated needing the Bearing Point contract to be extended through at least August 2008 to complete the work. General Mize is meeting with the navy and senators in Washington, DC this week for the Federal City lease.

New Business

Appointment of Members to serve on behalf of Commissioners
Senator Shepherd made a motion that Attorney Rice review the laws on assigning members to represent him or other commissioners at ADD meetings. He requested Attorney Rice draft the appropriate form to be used by the commissioners in order to appoint someone as their representative. Attorney Rice stated he would work with Ms. Honaker to finalize such form and report back to the board.

Public Input
Attorney Lee Reid was noticed from the floor. He explained that he and Charles Rice had met to discuss the Apogen contract and that they felt the contract needs to be between Apogen and NOFA without ADD being a party to the contract. Charles Rice agreed and stated he would work with Mr. Reid on the contract. Mr. Reid will also prepare a final draft of the CEA between ADD and NOFA for signature by Rep. Arnold this week and return a copy to ADD.

A motion was made to adjourn by Val Exnicios and seconded by Assessor Arnold.

The meting adjourned at 1:45 PM.
